Clustering Regencies/Municipalities in Papua Based on Poverty Severity Index for 2018-2023

Abstract

The poverty severity index is an information on a more in-depth picture of poverty levels in a population. The poverty severity index measures how far individuals or groups are below the poverty line. A higher poverty severity indeks indicates a deeper level of poverty experienced by the individual or group. The use of the poverty severity index is crucial to designing effective policies to address the challenges of poverty. Papua is one of the provinces with the highest poverty severity index. Therefore, it is necessary to conduct a study using a clustering approach to identify regencies/municipalities in Papua Province. The aim of this study is to find out the clustering of regencies/municipalities in Papua Province based on the poverty severity index of the year 2018-2023 using the Single Linkage, Complete Linkage and Average Linkage method and to determine the best  on the clustering of regencies/municipalities in Papua province based on poverty seriousness index of 2018-2023, using the Silhoutte Coefficient method. Based on the results of the study, it was obtained that clustering using three methods, namely Single Linkage, Complete Linkage and Average Linkage, resulted in 27 iterations and  best at with a Silhoutte Coefficient value of 0.614 in the Complete Linkage and Average Linkage methods.
